Has the fox float dps shock got high speed and low speed compression ?
What does the blue dial control and what does the black dial control ?

The black one is Open Mode Adjust - provides additional adjustment for the 3 position lever.
It is recommended that you have the blue lever in medium or firm mode before adjusting the Open Mode Adjuster.

So it’s all to do with low speed compression and nothing to do with high speed compression ?

Well, it really is a form of High Speed Compression.

Basically, Low Speed compression is for small bumps and pedaling. Too much low speed compression will make it feel harsh when pedaling and too little will make things feel squishy and have a loss of pedaling efficiency - and bobbing.

High Speed compression is for bigger jumps and drops. Too little and it will blow through - too much and it will feel harsh.
HS compression is often not an available adjustment, but I believe the Fox DP Open Mode adjustment is a form of HS adjustment. It is minimal, but is designed to work with tokens (volume spacers) to allow a more refined set-up.
