A 900Wh(max 940Wh) is definitely possible already a lot written about it. Slightly less capacity(6,2Ah) cells would equal to 900Wh. Or they are just being modest with the actual numbers and it's in reality a cca 930Wh.
But a 1,5 kg 400Wh is obviously highly unlikely, let's elaborate.
With 21700 cells(5,5Ah) only the cells, in this case for 400Wh we need 20 cells × 73g would weigh in at cca 1450g. 50g for the rest(housing, cell holders, wiring, bms,..)?
Unlikely to use those cells, but the older inferior 18650 cells(3,6Ah), in this cas for 400Wh we need 30 cells x 45g would weigh in at cca 1350g. A 150g
for the rest(housing, cell holders, wiring, bms,..)?
Unless Amflow/DJI is a step ahead?
The only theoreticaly possible way for a 1,5kg 400Wh Wh REx is the use of solid state battery tech that's is emerging and promises 400Wh/kg. In that case you stil have 0,5kg left for the rest of the REx(actually u don't need wiring, cell holders, only a bms and a connector).
