Kenevo Gen1 kenevo rear triangle bolt washers orientation

hi folks ive stripped my rear triangle down and now re building.
the washers that sit on the outer of the bearing,have a rubber seal
does that side sit against the bearings or facing away from the bearings?

as washers have a metal face one one side and a rubber seal on the other

Doesn't the manual show how? My Levo manual does and says seals against bearings. Kind of makes sense.
