Ok, stupid question coming up. Which one of these do I turn to remove the arm? Outer or inner? I've tried to turn the inner one, and it loosens, but only for half a turn, and it's completely tight again?

Quick update. I believe @dutchi had the correct answer here. It turns out the nuts (there are two of them, one black and one chrome) on the hub itself were loose, creating space between the cassette and the rim itself, leaving less space for the bolt. This was not very obvious, even though...
