Because it's a new NSW legislation. The bureaucracy is struggling to keep up and certify the new bikes.

Yes. Thats exactly what I did. Have ordered one but they didn't have any in stock, it will take them 2 weeks to get it. I rang a 99 bikes in West Gosford, NSW and they said they had them in stock but couldn't sell them yet.

I learned that the secret is to just not care about having the old one.
Even when I replace my mobile phone only when the old one fails me because I depend on it greatly, I always choose the outgoing model that's heavily discounted. Friends think I'm weird for this.

Same here. I usually have my wife's old phone and she only upgrades to the outgoing model. I chuck a new battery in it, which is about to get a whole lot easier, and use it until I kill it.
