Reflecting on the issue, I believe that the current situation of e-bikes is rather unusual compared to the past.
In fact, there are several aspects that do not align with the world of existing vehicles:
- high speeds on descents, low speeds on climbs
- both on-road and off-road use, on dedicated routes and on paths shared with other categories of users (pedestrians or motor vehicles)
- traditional absence, for historical reasons, of insurance, license, age limits, and registration plates, dating back to when these were mainly used for commuting and at low speeds
- use both as recreational vehicles and as urban transport
- only very recently the addition of a motor
All this perhaps calls for a different legal approach, in order to preserve the simplicity and affordability of use, as well as the increasing adoption of these vehicles, without compromising safety and the environment. I have no idea how this could be achieved, but I also don’t think it can simply be left to chance, as some would prefer.
Perhaps more categories should be created, or access restricted, or… I really don’t know! But, unlike how some people see it, I believe there is no simple solution that satisfies all constraints while also avoiding turning e-bikes into an additional hazard.
