Would the Levo be better with a 31.6mm seat tube?

I often wonder if Specialized would have be better off spec'ing a thicker 31.6mm seat tube. They could have spec'd a OneUp dropper - which gets way lower then the WU dropper - which is a silly design if you ask me... The Wu doesn't even come close to getting as low as the OneUp.

At 34.9mm the Levo is thicker. I run a 31.6mm one-up components 175mm dropper on mine with a shim.
