Levo Gen 2 what is this rubber washer?

So I just got my new 700wat battery, went to swap the battery and found this rubber washer. I am guessing it is just a spacer to go in the space the frame would take up? When the battery is in place the bottom cap sits below the frame so the frame is sandwiched between the battery and the bottom cover and the bolt holds it all down. I am guessing since the bolt comes installed on the battery that the washer si a spacer?
Also, if anyone is interested in a 500 watt gen 2 battery, 100% battery life I am selling mine in the USA

Remove and throw away foam washer, it's intended only to hold the battery safe while transporting the bike in the box...
