except permanent markers (and stickers) can damage/weaken the helmet structure and will invalidate any warranty on some helmets. There are some pretty potent chemicals in them there pens...dont go sucking one!!

All the bike helmets sold need to meet an official standard. Safer though are the ones with MIPS which allows for more rotation of the head and protects the upper neck to brain connection. Good helmets with MIPS selling for less than $50.

There are neck muscle strengthening exercises using one of the elastic bands and this would be worthwhile for your friend.
