United States - any luck getting LBS to increase max speed to 28 MPH?

Just picked up a 2020 Turbo Levo Comp for my wife. Love the bike but don't like the 20 mph cut out. Has anyone asked the LBS to reprogram the top speed to 28 MPH based on the new directive from the United States Department of Interior? It looks like 28 MPH bikes are also allowed in all national parks (and assuming BLM and Forest Service will soon follow)

Even with our Turbo Studio software we are not able to make the bike go 28mph. If the dealer selects the customize option in Turbo Studio they can lower the wheel circumference to 2000mm which is the lowest that is selectable. It’s good for about 22-23mph
