i dont think so

They can and you can reply to their PM.

If you want someone to PM you, presumably about something in a post, just reply in the post and @ t h e i r n a m e to tag them and ask them to PM you.

It was introduced a few years ago as Scammers would register then start PM'ing users with offers, deals, proposals which were outside of moderation. Now there's more of a chance that they're identified as legitimate users before they can start PM'ing existing users.

This is mentioned, explained and answered several times in this thread already.

Being able to read threads is also normally seen as a requirement to use the forum. Failure to do so will result in your removal from the forum as a suspected spammer/scammer.

Edit : For example, We just spent some time checking some of the users in the thread and zinidman, who was quoted above, eventually traced back to Nigeria.
