Would these fit on a Rail? I also seem to remember in the Rail advertising blurb about Trek having Rockshox make their forks with a bigger crown especially for the Rail, would this mean standard forks wouldn't fit?

Yes. Trek apparently approached Rockshox to "beef up" the crown to match the lines of the bike.

You'd be hard pressed to notice the difference. If you like a bike stable at speed, 51mm would be better!

He's got it the wrong way around anyway. The shorter offset is more stable.
