Cela consisterait à modifier la région de destination pour les États-Unis dans la programmation système à l'aide d'un Emax Mini ou d'un appareil similaire, d'un Shimano PCE02 et d'un PC sous Windows 10.

I have the PC and can install Windows 10 but the Shimano pce02 it's expensive price i think...?
I can read than isn't possible to change country for having more speed....
