This guy is advertising really low prices on Rails here in SoCal.

Pedal and spoke is a genuine UK bike shop.
No idea who you're communicating with in socal though or whether they are genuine or not. Seems unlikely they'd ship to the US but stranger things have happened.

He is going by the name of Dave Jacks.
Is Pedal and spoke an authorized Trek dealer?
He sent me pics but only bikes in pics were KHS.

This is a fishy set of info, but may be correct.
Peddle and Spoke is a great Santa Cruz dealership near the Surrey Hills in the UK run by a guy called Howard Wagstaff. To the best of my knowledge, they only sell bikes and then only SC — not even Juliana as far as I know. So no fishing, camping, ‘sports’ or boats…. Their address is on the website and whilst it’s nearly the same, it’s slightly different to the one you’ve been sent.
What’s interesting is that there is a company called Peddle and Spoke registered at Company House in the U.K. and the Director is listed as Howard Wagstaff.
So, what an odd story. As you can see, I’ve had no trouble finding out all this and I’m wondering that if this a scam, the scammer has also looked up the details at Company House (online) and made the mistake of copying that. I recon Mr Wagstaff has probably registered his legitimate business at an address that’s down the road from the shop and the scammer didn’t spot that.
I’m equally surprised you haven’t been able to work this out yourself by visiting the site.
Why not contact them directly using their email which is on the website…. I’m going to bet it’s different to the one you have — but that’s for you to check buddy ?
And if it is a scam, maybe let Mr Wagstaff know. If it isn’t a scam, ask him why he’s told you he can get you fishing gear and boats…

search the shop online yourself, call their phone number and see if they can verify these deals

No. You are being scammed.
Walk away but let the real pedal and spoke know this is happening. You can contact them through their website or their Instagram.
 
Those prices are absurdly low. If it''s too good to be true, then it's not.
