Update; I contacted the LBS where I bought the bike and they contacted Specialized. Specialized came back and said that I or Specialized dealer should take the stub out. My worry is the warranty. LBS did not offer to remove the stub until I asked them.

My Levo 2020 came with Sram Level T brakes. Really bad brakes so I bought Shimano SLX M7120, they have excellent stopping power and work all the time, good quality, easy to service and not too expensive.
Check this website. I have one on my Levo 2020. Levo is not the easiest to fit a mud guard.
