The cell balancing process can only be done with a 100% charge, this is probably why the BMS ignores your setting at 80%, and that's a good thing because otherwise the battery could be damaged. ;) In fact, it's best to perform a full charge cycle every 10 cycles at 80%.

Yes, absolutely, you shouldn't confuse Ah ratings at AC 230V and DC 12, 24 or 36V. 6A at 230V is 1380W ;)
