2018 Vitus E-Sentier clamp size issue

It’s 31.8mm and I fancy a bar and stem that I think requires 35mm clamp size.

Am I completely stuck and have to find another stem and bar?

Those sizes refer to the bar size, so get a 35mm bar and a 35mm stem and you should be good to go.

Your steerer tube will almost certainly be 1 1/8", but check as that's the bit that needs to match.

The specs on CRC say 1 1/8” - 1.5” for the bike, quite confusing.

Yep, tapered head tube, it's normal. You're bolting that to the 1 1/8" end.
