Sram Code R brake lever seized

I recently swapped my Sram Code R brakes onto my wife's bike after upgrading my own bike.
I disconnected the rear brake pipe from the lever so I could thread it through the frame. Now the brake lever is seized. It won't squeeze inward even though the brake line is not attached.. Any ideas what could be causing this?
