Shifting down to a larger cog works well and never have a problem but when shifting up nothing happens, so I shift up again and nothing happens then all of a sudden if shifts up twice all by itself. Why is it sticking like this? Does the mech need some oil?

Of course 1st make sure you have the shifting adjusted correctly and the hanger or derailleur isn't bent or loose - assuming this is corrct, it could be multiple causes but common ones that come to mind:

1. Make sure B-tension is set correctly so that there is enough clearance
2. Make sure there are no very abrupt kinks in the cable housing
3. Make sure the end of the shifter cable on the shifter side is not kinked and there is not anything preventing the cable from letting up slack inside the shifter - you will likely need to remove the cover to check this out but will be obvious if you shift in the stand and watch the cable as you shift up
4. If it is only in a certain gear, check to make sure a piece of debris didn't get stuck in your cassette and non of the cogs are bent or damaged
5. Make sure chain isn't too long

As Eljay said, I would first check the distance between top cog and derailleur wheel (normally between 6 and 12mm)
Under your handlebar shifter is a cable adjuster with fine click adjustment. If your down shift is fast and your up shift is slow adjust the cable tighter by 1/4 turn and try again. Keep going in small increments until up shift speed is the same as down shift speed.
You may need to tweak by another 1/4 turn or so once on the road again.

Amazing what a few clicks on the cable adjuster can do. All running perfectly now ??
