I just edited my earlier post with a link to a tool. Unfortunately the tool walls are indeed too thick to get into the E13 chainring.

The eBay seller being a top chap has offered to machine the tool edges down for me. Result. If I’d have known earlier, I wouldn’t have ordered a Shimano one from Bikester in Europe😂.
That almost £100 I’ve spent trying to get a tool for this E13 chainring.

I’m going to measure the diameter tonight, so if anyone does need one, just ask him to machine the edges down to 58mm OD

Guys, any idea if this tool would work in place of the Shimano FC39 or Park Tool LRT2? It has 16 notches?

No, the tool you need is for steps lockrings, not bottom brackets. The bb tool can be used to turn the fc39 actually (it's much smaller).

You can also get a STEPS-compatible spider and run pretty much any chainring you want.

For anyone that gets the Park tool and needs an easy way to torque the ring. This 36mm socket with a 3/8 drive works very well (intended for oil filter housings on German cars).

You can get them on Amazon as well.
