Shimano EP8 Crank Arm Safety Plates?

I've just replaced the centre bolt (crank preload bolt) after losing one, and whilst at it removed both crank arm to check and clean the splines. All seems fine.

My crank arms did not have the safety plates installed (the little plates that pick up on the crank arm pinch bolts and the hole in the motors crank shaft). It's not a case of I lost them, they were never installed) so do I need them? I presume they should be there? Does anyone with an EP8 know if they should be installed. I've attached the Shimano pdf, with item 1 being the OE preload bolts, and item 4 the safety plates.
