Shimano derailleur missing bolt nut?

Was cleaning up my Reign E+ and noticed there are two bolts in the derailleur hanger that don’t seem to have nuts on them (see pic below - you can’t see the other side of the lower bolt but it’s the same). Is this normal? Or have mine gotten lose and fallen off?

No. They are bolted from the other side, and this side (what photo is of) is threaded. All as it should be.
