Fitting new fork Rail 9.8

Afternoon All,

Have fit new aftermarket fork to my Rail 9.8. So have used a crown race reducer 1.8" to 1.5".
When pre loading bearings by tightening stem bolt, I'm checking for play and there isn't any.
So then torque up stem to steerer bolts.
When I get on the bike I can feel a slow speed rattle in there. Really struggling to identify what it is.
I thought it might be one of the following,
-Split crown race not seating correctly in lower bearing
-seams there might be a gap between top bearing compression ring and cover. Should a spacer go in here? I didn't think so.

Anyone had similar issue or can suggest what it might be?
Appreciate any ideas you could chuck my way.
