Damaged fork query

Hi all, I bought a Ancheer electric bike about 3 months ago and recently the steering has been feeling quite loose, lots of wheel flop.. I checked the headset and bearings and all seemed fine.. so tonight I stripped out down again and noticed that there is a small split at the bottom of the fork stem, can anybody confirm my suspicions that this would cause the steering to be loose? I'd venture that steerer is welded into the crown, at least looks like it should be, if the weld it OK, the steerer should be. Ancheers are cheap junk, so it could be anywhere. If everything checks out up top, take a look at your wheel bearings. They're probably cup and cone and if loose, the wheel will move around a lot.
