You can easily cut a shit flap with scissors from a rubber sheet. It took me under 10 minutes to do it and tape it to the bike -

FYI, I think that the transparent plastic disk that comes attached to the rear wheel is quite exactly half the thickness you need to do this. I just cut 2 pieces and electric taped them together; it fits nicely.
