According the Google AI Amflow bikes are illegal in California and some other states as they have a power of more than 750W.
The First Bike Tester (also not an influencer) is running a campaign to get one particular brand of motor banned wherever he can. Others are joining his crusade.

Actually, in my non-expert view they are both 250W EAPC and legal worldwide.
