Is there any country setting, or any other way, to make it possible to set the speed limit to 45 km/h (28 mph), while ensuring that after turning the system off and on again, the default speed limit is reset to 25 km/h (15 mph)?

I’m choosing between these two bikes and would appreciate your opinion on which one makes more sense and offers better value for money. I’d be using it for normal riding, no jumping or anything like that.
