Why not, It's a heated fuse (just a solder bridge with heater underneath).

It was probably locked anyway, you said that input and output are both dead, cells are out of balance and bike doesn't turn on. Mine is different, bike turns on but won't drive (probably voltage is too low) and there's voltage on discharge connector. Just don't have time to open and start...
