They are used for strapping things to the bottle cage adapter frame

The rubber bands are utterly useless! If you put any tension on them whatsoever they break! Get yourself some different straps.

Just got a jam2 with TEC pack. On the bottle holder adapter, what is the top bit for?

Bottom is for the bungies (innertube)
Middle is bottle mounts
The top looks like something should go there, but what?
