Moving the spoke magnet?

Question? does slightly moving the spoke magnet have any effect on the speed of E-motors?

No, in terms of angular velocity it moves at the same speed wherever on the wheel you put it so the assistance limit is unaffected. Some people have relocated the sensor and magnet to the chainstay and crank respectively as a hack to get round the assistance limit; it works, but obviously then all your speed and distance data will go awry.
