It depends how much editing control and functionality you want. A lot also depends on the capability of your PC or laptop to handle hd video.
If you only intend sharing short clips to social media then Gopro Quik will do. If you want to produce videos with full control and multiple edit lines the you need a Non Linear Editing suite (NLE). Choices there vary from freeware right up to pro. You get most of the NLE capability from software somewhere between the 2 however and at pretty low cost. Lots of info online if you do a search. I have used Sony Vegas Studio Platinum in various versions for years....Magix recently bought the Vegas family of editing suites from Sony so it is now just called Vegas Studio.

If you want to edit on your phone then I think Quik may be best. It’ll produce quality 1080p or 720p up to 60 fps automatically using some advanced image analysis.
