Collective Braintrust - one more question on the Chainstay Protector

Towards the frame, there was a gluey mass that held the Chainstay Protector and the rubber protection in place.

Can someone give me an idea of what that is/was and where I can order some to affix the Chainstay Protector again?

I've used Evostick Impact adhesive before - chainstay hasn't moved since.

search ebay or amazon or somewhere for double sided waterproof foam/sponge/neoprene tape and cut to size
