Unanswered 2018 Turbo Levo motor not engaging soon enough

So this is my first E bike and I noticed the motor kinda cuts out at low speeds but if you really pedal hard the motor comes on good. Some places it does this and other times the motor pulls great so I was just wondering if this just a setting I need to change or a firmware problem. It really is mostly in turbo mode on 100/100 setting
