I have no electrical knowledge, but this explanation seems to make sense to me.
I think I will just continue with my usual practice over my last 4 years of having an e-bike - that is, to plug the charger into the wall socket first, and then to the battery.

New York state, I believe, now requires UL certification for all e-bike batteries.
That would mean that a UL battery blew up - so maybe UL certification does not have as much meaning as we think (or had hoped)?
I don't have a switch on my wall socket; would it be okay to connect the Bosch charger to a surge protector - which I can turn on and off?
The reason I ask is that Bosch says in their manuals not to use "extension cords".
I guess this is the question: is it true capacitors in the charger need to be charged first in order to avoid causing a spark at the battery when connecting to the battery?
If yes, then wall first.
If no, it doesn't matter?

But the manual for my Bosch charger suggests the opposite:

Could anyone possibly discern from the photo the brand of the e-bike? Hope it is not one of the major brands.
